The National Cancer Registry Program of Egypt was initiated through a protocol of collaboration between the ministries of Communication and Information Technology, Health, and Higher Education. The first phase of the program started in 2008 and covered Aswan Governorate. Staring 2009, Population-based cancer registries were established in Menia, Behira and Damietta Governorates.

 El-Minia governorate is one of the governorates of Upper Egypt. It is an urban/ rural governorate with approximately 4.5 million-population (2009) that has a structure similar to that of the entire country. It consists of 9 administrative districts with ElMinia city as the capital where facilities for cancer management are mainly located in ElMinia Cancer Center.  The governorate was chosen for inclusion in the program to represent the northern part of the Upper Egypt. El-Minia Governorate is an important agricultural and industrial region. Among its principal crops are sugar-cane, cotton, beans, soya beans, garlic, onions, vegetables of various sorts, tomatoes, potatoes, watermelons, and grapes. The El-Minia Population-based Cancer Registry is located in the Cancer Center in ElMinia where most facilities of cancer management are located. Data were actively collected by medical doctors (MDs) from the cancer center and other sources of cancer data inside and outside the governorate after a period of training by the central staff.
