This study is based on analysis of  secondary and primary data regarding tobacco production, sales and consumption in Nepal. Primary information was collected from the Nepal Smoking Behavior Survey 2000 of tobacco users and the Nepal Tobacco Cultivation Survey 2000 amongst tobacco growers. Secondary data is sourced from statistical yearbooks, censuses, other surveys, and other Nepal government ministry reports. The study recommends implementing policy changes to reduce tobacco consumption among the most economically vulnerable populations in Nepal. Appendices include the questionnaires used for both surveys, methodology and sample information, government health organization infrastructure statistics from 1982, and annual tobacco industry cigarette production figures from 1984-1999.
