Beginning in 1998, the Survey of Household Spending, or SHS, replaced both the Family Expenditure Survey and the Household Facilities and Equipment Survey.

For this year data was collected in the beginning of 2009 for the reference period of 2008, and the sample was 15,445 households, a smaller sample than in previous years.

Institutional populations, residents of Indian reservations, and official representatives of foreign countries were excluded from the survey. Territorial residents were also excluded in this year.
