It was undertaken by the Census Bureau with assistance from the Boston regional office, Puerto Rico Planning Board and local census area offices on the island. Data collection consisted of a mailback questionnaire administered to approximately 1.7 million elligible households. The biggest change for the 2010 census was to the questionnaire; the topics contained in the long form questionnaire were not administered, and only the shorter 10 question form was used. The total population for Puerto Rico in 2010 was enumerated at 3,725,789, with the reference date of April 1.
