Summary 

The Zambia 1991 Social Dimensions of Adjustment (SDA) Priority Survey was conducted in order to evaluate the socioeconomic effects of structural adjustment policies implemented by the government. Basic living conditions, employment, income and expenditures, and access to health care and education were among the topics covered.

A three-stage stratified household random sample method was used. The sampling unit for each stage was census supervisory areas (CSAs) delineated for the 1990 census, standard enumeration areas (SEAs) and households. The total sampling frame consisted of 4,144 CSAs and 12,999 SEAs. Approximately 10,000 households were interviewed in total. Both a listing form and questionnaire was used.

Survey pretesting was conducted in April of 1990 in both rural and urban areas of Lusaka Province. This was followed by a pilot survey.
