While the Priority Surveys were aimed at evaluating structural adjustment policies, the LCMS series focused on providing indicators of living conditions and poverty. The 2006 LCMS V was the fifth in the series. A two-stage stratified cluster sample design was used. A total of 1,000 standard enumeration areas (SEAs) were selected and they included a total of 20,000 households. Out of the 1,000 SEAs, 988 were enumerated, representing a 98.8% coverage at the national level. The total household sample had a response rate of 97.8%. The poverty estimates are not comparable across all surveys in this series.
