Following the structure of previous surveys in this series, the National Addiction Survey 1998 surveyed teens ages 12-17 and adults ages 18-65 on their consumption of alcohol, tobacco, and medicinal and illicit drugs. A sample of  12,015 individuals from 13,288 households were surveyed with both household and individual questionnaires. In addition to drug consumption, questionnaires collected information on housing conditions, education, and employment.

Previous nationally-representative surveys in this series were completed in 1988 and 1994. A subnational survey was completed in 1974.
