IHME GBD DisMod Neonatal Encephalopathy Excess Mortality Estimates

Excess mortality is derived from a set of cerebral palsy SMRs, and is fed into a DisMod model where moderate to severe impairment from neonatal preterm birth is streamed out over age and time.
